CCSO deputy fired, made sex tape with nudist couple while on duty

A Collier County Sheriff’s deputy has been fired after an internal affairs investigation revealed he had been filmed having sex while on duty and in full uniform, officials confirm. 

Video evidence provided by an anonymous complainant revealed that Cpl. Juan Vasquez had sex inside a nudist couple's SUV parked on the side of Immokalee Road, and a second video showed he lied about not knowing it was being filmed by the woman’s boyfriend.

After the office's Professional Responsibility Bureau completed its investigation, Sheriff Kevin J.  Rambosk withdrew Vazquez’s appointment as a certified deputy and member of the Collier County Sheriff’s Office on Sept. 28.

Vasquez joined the sheriff's office in January 2008.

Video evidence

A woman first tried to report the sexual encounters to the Naples Police Department on Sept 24. Assistant Chief Matt Fletcher called Sgt. Thomas Folden with the sheriff's office to inform him a female complainant was at the Naples Police Department and wanted to report that a deputy was engaging in sexual activity while on duty.

She said she could provide video evidence. The woman wished to remain anonymous, according to the investigative summary. Fletcher informed Folden that she would not provide her name or contact information, so Folden gave his cell phone number and requested that she contact him directly to discuss the allegations. 

Three days later, the woman called the sheriff's office and said she was ready to show investigators the video in person, but only if they agreed to allow her to remain an anonymous complainant. A few hours later she arrived at the Professional Responsibility Bureau and investigators interviewed her.

Multiple recipients

The woman told investigators that she received a video via the social media application WhatsApp, on Aug. 16, and that other people received the same video.

It showed her friend, later identified only by her first name, having sex with Vasquez in a parked SUV along Immokalee Road in daylight, according to the summary.

The video was filmed by someone in the front passenger seat, later identified as the woman's boyfriend.

The investigation summary notes that the car windows were not tinted and passing vehicles could be seen driving close by. Multiple deputies viewed the video to independently identify Vasquez in full uniform, wearing a duty belt, and his radio.

He also wore his firearm. 

Meeting again 

The witness told investigators that her friend knew the witness was showing police the video, but because the woman was in love with Vasquez, she would not cooperate with an investigation. 

The witness told investigators that the woman and Vasquez were in a relationship for the past 4 years and that witness did not think what he was doing was right. She was also concerned that the relationship would continue and she knew that they were going to  meet again that night, Sept. 27, before the end of his shift.

On Sept. 28, Vasquez provided a sworn statement and spoke to investigators, according to the report.

Vasquez told investigators the incident was the first time he had sex while on duty and that he had no idea it was being filmed. He claimed he had known the woman for 2 years and that he first met her at an area Publix Supermarket, where she worked in the deli.

According to Vasquez, the woman's boyfriend was sitting in the front passenger seat. He also told investigators that the couple were in an open relationship and were members of a nudist colony on Moulder Road, near Immokalee Road.

He said the woman's boyfriend often called him for relationship advice because he was white, and Lois was Latino, just like Vasquez. Vasquez said the boyfriend had called him on Sept. 27 for advice, and that they were not planning to meet that night as the woman had thought. 

The day the video was filmed, the woman sent Vasquez messages while he was between calls for service. She informed him that she and her boyfriend were at a park near their home and that she wanted to see him so that they could have sex. Vasquez told investigators that met the couple along Immokalee Road, where he found them parked in the turn lane.

Vasquez parked his patrol car in front of the SUV and joined the pair in the vehicle. He told investigators he had no idea the boyfriend was taking a video of them and that he returned to the substation to clean up and get himself straightened out before he went home.

Vasquez acknowledged that his conduct was improper and his conduct would damage the reputation of CCSO or trigger ridicule with the public.

A review of Vasquez’ time entry report showed that the most recent date he worked prior to the woman being sent the video was Aug. 12. He was on duty between 5:40 a.m. and 6 p.m. Data showed that he was near the Immokalee Road spot at 2 p.m. and that he went to the substation at 2:45 p.m.

Second video 

Vasquez was found in violation of CCSO policy and the sheriff fired him Sept 28. The next day, the witness went to the sheriff's office for an update concerning the investigation.

She also wanted to show deputies a second video she received.

According to the investigative summary, the video contradicted Vasquez’ claim that this was a one-off encounter and that he did not know he was being filmed.

It showed Vasquez in full uniform having sex with the same woman in the back of the same silver SUV.

"At one point, Corporal Vasquez turned toward the camera and his facial expression appeared to acknowledge the recording was being made," the summary says. The woman said that the video was recorded on a separate date from the encounter depicted in the first video she provided them on Sept 27.

Since Vasquez already had been fired, the witness did not want to give investigators a copy of the video.

The Collier County Sheriff's Office provided the Naples Daily News with the following statement: 

After receiving a complaint on September 27, 2021, the Collier County Sheriff’s Office Professional Responsibility Bureau immediately began an investigation into the on-duty actions of now former CCSO member Juan Vazquez. The investigation revealed, and Vazquez confirmed, that he engaged in outrageous and egregious actions by having sex with a consenting adult female while he was on duty.  Less than 24 hours after receiving the complaint and after the investigation confirmed the allegations, Sheriff Rambosk withdrew Vazquez’s appointment as a certified law enforcement deputy and member of the Collier County Sheriff’s Office.
